Program Manager – Electric Transmission & Distribution


San Diego, California. Candidate must currently live in the greater San Diego County region or be willing to relocate within the first 60 days of hire.


Successful candidate will have 10+ years of demonstrated hands-on experience with managing multiple fast paced electric transmission & distribution capital and maintenance construction project. These are critical infrastructure projects with regulatory oversight from identification, design, engineering, permitting, and execution. A strong business aptitude and ability to work both independently and collaboratively with multiple business units and contractors. Experience must be centered on recent, documented, and successful track record or managing overhead transmission construction and maintenance programs. Ideal candidate will demonstrate subject matter expertise with General Order 95 (GO 95), especially rule 18 as well as expert level scheduling experience with P6/Primavera, MS Project, or equivalent tool(s).


Successful electric T&D program manager candidate will be a dynamic team leader driving transmission and distribution line capital and corrective maintenance program initiatives. Facilitates cross-functional cooperation between dependent design tasks and projects, identifies risks/issues, develops mitigation solutions. Demonstrates strong analytical, cost management, cost control expertise including financial modeling and utilization of costing tools. Regulated utility exposure preferred. This position involves office and field deliverable activities, including onsite meetings at high voltage electrical substations, test facilities and corporate campuses. Focus and commitment to safety is paramount.


Reports to Program Director and/or Portfolio Manager, serves as Team Lead for assigned work group. Work is highly independent and collaborative in nature


  • Manage several large programs complex in size, scope, budget and impact
  • Lead project teams in siting, environmental, permitting, planning, estimating, engineering, right-ofway acquisition, project controls, bid phase services, procurement, constructability reviews, material management, construction management, and closeout
  • Establishes project scoping, timelines/schedule, cost estimates/budgets, licensing/permitting, environmental analysis and permitting, community outreach, engineering and design, and construction management
  • Review blueprints and plans and provide relevant markups or approval
  • Prepares, negotiate contract terms and/or modifications, and recommend approvals.
  • Communicate with program stakeholders on status, risks, issues, funding, and budgets
  • Maintain compliance with contract law and prepares supporting documentation for regulatory boards and other government agencies
  • Manages related workforce planning
  • Coordinates with and directs production support manager


A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills, and abilities:

  • 10+ years regulated utility exposure minimum is required
  • Principles and practices of electrical design and planning specific projects
  • Knowledge of NERC and FERC standards, regional requirements, policies and procedures
  • Safe working practices, codes, and regulations as applicable to the assigned projects
  • Research methods including data collection, analysis and critical thinking
  • Production costing, contract negotiation tactics and strategies
  • Expert in project planning, scheduling, cost management, budget forecasting and risk qualification, quantification, and mitigation
  • Expert knowledge of MS Office suite such as Word, Excel, PowerPoint, Access and OneNote
  • Expert knowledge of MS-Project, Primavera (P6) or equivalent project planning tools
  • Expert in BlueBeam or equivalent
  • Established track record with proven ability to work within a fast-paced corporate environment
  • Valid driver’s license


  • B.S. in Project Management, Computer Engineering, Electrical Engineering, Business Management, or equivalent field; equivalent experience with customer approval
  • In lieu of Bachelor’s degree at least 7-10 years of significant program management experience focused on IT technical and/or civil programs
  • Active Professional Engineer (PE) license desired
  • Active PMP certification required


  • Excellent verbal and written communication, demonstrated testing expected prior to engagement
  • Demonstrated interpersonal skills in day-to-day and under-pressure
  • Ability to influence others and convey complex project and program deliverables in a concise manner across multiple teams and all levels of management
  • Detail oriented with excellent organizational, planning and follow-up skills
