Program Manager – Electrical Design & Construction


San Diego, California. Candidate must currently live in the greater San Diego County region or be willing to relocate within the first 60 days of hire.


Successful candidate will have demonstrated hands-on experience with complex electrical design & planning deployments including substation, transmission and distribution design projects, ranging from 12kV to 500kV. Experience will include new and rebuild construction, managing multiple stakeholders and coordinating with engineers, architects, sub-contractors, electricians, telecom field technicians and manage across multiple business units, scheduling demands, and ad-hoc requests. Candidate will have expert level scheduling experience with P6/Primavera, MS Project or equivalent tool(s). Individual will be adept at managing risks, issues, and action items in a faced paced environment.


The Electrical Design & Planning Program Manager requires extensive knowledge of electric distribution and/or transmission systems and associated planning processes. Successful program manager candidate will be a dynamic team leader driving all phases of T&D infrastructure deployments and execution of diverse electrical design initiatives. Serves as a liaison to service providers, multiple contractors, and internal teams. Facilitates cross-functional cooperation between dependent tasks and projects, identifies risks/issues, develops mitigation solutions. Demonstrates strong analytical, cost management, cost control expertise including financial modeling and utilization of costing tools. This position involves office and field deliverable activities, including onsite meetings at high voltage electrical substations, test facilities and corporate campuses. Focus and commitment to safety is paramount.


Reports to Program Director and/or Portfolio Manager, serves as Team Lead for assigned work group. Work is highly independent and collaborative in nature


  • Manage several large programs complex in size, scope, budget and impact
  • Lead project teams in siting, environmental, permitting, planning, estimating, engineering, right-of-way acquisition, project controls, bid phase services, procurement, constructibility reviews, material management, construction management, and closeout 
  • Direct project progress, establish administrative guidance on project execution
  • Establish detailed project budgets and develop monthly variance reports
  • Qualify and quantify project issues and risks, develop response plans to resolve
  • Understand current and future business goals and ongoing issues


A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills and abilities:

  • 10+ years regulated utility exposure minimum is required 
  • Principles and practices of electrical design and planning specific projects
  • Experience with power system planning, studies, and operations such as transient stability, short circuit, and voltage analysis, risk assessment techniques, compliance; generator interconnection; and harmonics analysis
  • Knowledge of NERC and FERC standards, regional requirements, policies and procedures
  • Safe working practices, codes, and regulations as applicable to the assigned projects
  • Research methods including data collection, analysis and critical thinking
  • Production costing, contract negotiation tactics and strategies
  • Expert in project planning, scheduling, cost management, budget forecasting and risk qualification, quantification, and mitigation
  • Expert knowledge of MS Office suite such as Word, Excel, PowerPoint, Access and OneNote
  • Expert knowledge of MS-Project, Primavera (P6) or equivalent project planning tools
  • Established track record with proven ability to work within a fast-paced corporate environment
  • Valid driver’s license


  • B.S. in Project Management, Computer Engineering, Electrical Engineering, Business Management, or equivalent field; equivalent experience with customer approval
  • In lieu of Bachelor’s degree at least 7-10 years of significant program management experience focused on IT technical and/or civil programs
  • Active Professional Engineer (PE) license required 
  • Active PMP certification required 


  • Excellent verbal and written communication, demonstrated testing expected prior to engagement
  • Demonstrated interpersonal skills in day-to-day and under-pressure
  • Ability to influence others and convey complex project and program deliverables in a concise manner across multiple teams and all levels of management
  • Ability to work in a dynamic fast-moving team environment and independently as required, with minimal supervision
  • Detail oriented with excellent organizational, planning and follow-up skills
