Project Manager – Procurement 

LOCATION

San Diego, California. Candidate must currently live in the greater San Diego County region or be willing to relocate within the first 60 days of hire.

CANDIDATE

Successful candidate will have 5+ years of demonstrated hands-on experience with managing procurement activities for multiple fast paced transmission & distribution capital projects. These are critical infrastructure projects with regulatory oversight from identification, design, engineering, permitting, and execution. A strong business aptitude and ability to work both independently and collaboratively with multiple business units and contractors is required. Experience must be centered on recent, documented, and successful track record of managing procurement deliverables for utility transmission & distribution capital and/or maintenance projects.

OVERVIEW

Successful project manager candidate will be a dynamic team leader driving the procurement phase of transmission & distribution capital and maintenance projects. Serves as a liaison to internal client workgroups, multiple contractors, and external supply vendors. Facilitates cross-functional cooperation between dependent tasks and projects, identifies risks/issues, develops mitigation solutions. Demonstrates strong analytical, cost management, cost control expertise including financial modeling and utilization of costing tools. Regulated utility exposure preferred.

SUPERVISION LEVEL

Reports to Program Manager and/or Portfolio Manager. Work is highly independent and collaborative in nature.

TYPICAL DUTIES & RESPONSIBILITIES

  • Manage procurement of several large projects complex in size, scope, budget and impact
  • Lead project teams in planning, estimating, project controls, bid phase services, procurement, material management and closeout
  • Review blueprints and plan bill of material (BOM) and identify material for purchase
  • Assist with preparing RFPs, contract terms and/or modifications, and recommend approvals
  • Communicate with program stakeholders on procurement status, risks, issues and budgets
  • Maintain compliance with contract law and prepares supporting documentation for regulatory boards and other government agencies

EXPERIENCE & QUALIFICATIONS

A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills, and abilities:

  • 5+ years utility procurement expertise in procedures, applications, and tools or related field
  • Expert knowledge of MS Office suite such as Word, Excel, PowerPoint, Outlook
  • Experienced in production costing, contract negotiation tactics and strategies
  • Experienced in principles and practices of electrical transmission & engineering projects
  • Experienced in project planning, cost management, budget forecasting and risk management
  • Working knowledge of SAP procurement operations
  • Working knowledge of MS-Project, Primavera (P6) or equivalent project planning tools
  • Working knowledge of BlueBeam or equivalent 
  • Established track record with proven ability to work within a fast-paced corporate environment

EDUCATION & TRAINING

  • B.S. in Project Management, Procurement, Logistics, Business Management, or equivalent field; equivalent experience with customer approval
  • In lieu of Bachelor’s degree at least 7-10 years of significant program management experience focused on IT technical and/or civil programs
  • Active PMP certification desired

SOFT SKILLS

  • Excellent verbal and written communication, demonstrated testing expected prior to engagement
  • Demonstrated interpersonal skills in day-to-day and under-pressure
  • Ability to influence others and convey complex project and program deliverables in a concise manner across multiple teams and all levels of management
  • Detail oriented with excellent organizational, planning and follow-up skills
